CPSM is requesting feedback on two proposed amendments to the CPSM General Regulation that align with what they say is a shift across Canada towards enabling direct or expedited pathways to full licensure.

What’s at stake: These changes are intended to reduce barriers to the licensing of internationally trained physicians. The question isn’t if licensing pathways should be improved, but how to do it while maintaining public confidence and supporting physicians already in practice. 

Approved Jurisdiction Pathway: This proposed amendment would permit the CPSM to enable applicants from ​“approved jurisdictions” to be eligible for a full license 

• The CPSM would confirm they are qualified for independent practice in that jurisdiction and have completed a postgraduate clinical training program which is ​“substantively equivalent” to a Canadian program.

• The goal is to allow internationally trained physicians to have their training and experience recognized without requiring duplicative training, assessment, or examinations. CPSM Council would consider which jurisdictions would be included, based on a series of factors to be set out in a Council Policy. 

Reducing Barriers for Provisional Registration of Family Residents: This proposed amendment would replace one of the requirements for provisional registration — at least three years’ practice experience in family medicine in the preceding five-year period — with a more flexible requirement. 

What’s happening: Applicants would instead require at least 960 hours of practice experience in family medicine in the preceding three years, and they have practiced for at least two years since completing their training. 

• The CPSM first consulted in April 2025 and, based on the feedback it received, consulted again in November 2025. The CPSM was directed to return for consultation once more.
