Eligibility and Rules
Physicians who receive remuneration from Manitoba Health or another part of Manitoba’s public health care system can receive a rebate on expenses to support their continuing professional development (CPD).
This page describes who is eligible for the CPD Rebates and eligible expenses. If you aren’t sure about the eligibility or rules of the program, contact us at benefits@doctorsmanitoba.ca.
Who is eligible?
To be eligible for a rebate, you must:
- Be licensed to practice in Manitoba by CPSM
- Hold a current Doctors Manitoba membership
- Receive remuneration from Manitoba Health or another part of Manitoba’s public health care system (such as Shared Health or an RHA).
If you start or stop practicing in Manitoba during the year, you can only claim conferences or other expenses that occurred while you were practicing in Manitoba. In other words, if you start practicing in Manitoba in September but attended a conference a few months earlier in March, the conference is not eligible for our CPD rebate.
Resident physicians who hold a full registration with CPSM and earned some fee-for-service income during the calendar year may be eligible for a rebate, but only for CPD activities that are not part of the educational or examination processes leading to completion of the Residency program.
How much is the rebate?
All eligible physicians receive an annual bank of $4,000. Some physicians, such as those living in rural and northern communities, may have access to an additional supplement to help with the added cost of attending in-person events.
What expenses are eligible?
Any expenses that were primarily incurred to support your required continuing professional development are eligible, with a few exceptions noted below.
Please note that if any expenses are reimbursed or covered under a different program or employer, you can only claim the difference through our CPD Rebate.
There are two categories of expenses, with details about eligible expenses following below:
- Learning events, such as conferences or workshops
- Other expenses, such as subscriptions, books, videos, medical teaching equipment, etc.
Learning Events – Eligible Expenses
Learning events must be accredited programs. Non-accredited events are not eligible. You should submit your expenses after attending the event. If an event is cancelled or you fail to attend, you cannot claim a rebate for those expenses.
Registration fees
Any registration or conference participant fee for an accredited event is eligible. Expenses for preparing for sitting the Royal College or CCFP exams (including courses and reading materials) are eligible for rebate. However, the specific costs for the exams will not be eligible for rebate.
Transportation
Your transportation to CPD events is eligible. If you drove to an event, you can claim mileage by indicating the number of kilometres you drove, paid at $0.70 per km. If you traveled by air, train, bus or other mode you can claim your fare.
Transportation costs to attend any out-of-province events has a maximum eligible amount of $2,000 per year.
Accommodations & Meals
You can claim accommodations and meals for all of the learning days of the conference or event, plus up to one day before and after. You should not claim any accommodation or meals for virtual events.
You have two options:
- Claim the full amount you paid for accommodations and meals and retain your receipts, or
- Claim a set flat-rate per-diem for hotel and meals.
Per-diems are currently set at:
- Hotel: $325 per day in Manitoba and $400 per day outside of Manitoba
- Meals: $80 per full day, or $40 per half day. Do not claim the per diem on days where meals are included in your learning event.
Other Costs
If you incurred any other costs for the learning event, you can claim them as long as they were primarily incurred to support your learning.
Office Overhead
Physicians may claim office overhead expenses if you still had to pay these expenses during the learning days. You must contribute to overhead costs on a regular basis, and still contributing to covering these costs on your learning days to qualify. Expenses are claimed at a rate of $200 per day or $100 per half day.
Other CPD Expenses
Most other expenses can be claimed if they were used primarily (i.e. 51% or more) to support your learning. Examples of eligible expenses include subscriptions, books, videos, equipment, etc.
Ineligible Expenses
The following are not eligible to be claimed for a CPD rebate:
- Membership fees to medical organizations
- Computers
- General software such as operating systems, word processing, database, spreadsheet and financial applications, since they do not contribute specifically to your clinical medical education
- Internet subscriptions
Keep your receipts and certificates
There is no need to upload receipts or certificates with the Claim-As-You-Learn Rebate benefit, but please hold on to them in case of an audit. Doctors Manitoba is required by Manitoba Health to audit a portion of claims to verify their accuracy.
Deadlines
Generally, expenses must be submitted by June 30 of the following year. For example, expenses incurred in 2024 must be submitted by June 30, 2025.
